Enhancing chemical security: Our commitment to safeguarding communities

ACC member companies recognize the importance of safeguarding chemical facilities and are committed to protecting their employees and the communities in which they operate. That’s why, following the terrorist attacks on 9/11, ACC members took action to enhance security at their facilities by adopting the widely-praised Responsible Care® Security Code.

Responsible Care® Security Code

Since 2001, chemical companies have invested more than $11.2 billion under the Security Code in advanced security technology, security personnel, and new programs and procedures. The Security Code directs ACC members to take stock of any potential security risks and implement appropriate protective measures for chemicals at their facilities and while in transit.

Implementation of the program is mandatory for all members and is subject to independent reviews and audits by third parties. The Code takes a comprehensive approach to security and addresses the three core elements of enhancing chemical security—facility, cyber, and transportation.

Federal Initiatives

In addition to taking action through strong industry initiatives, ACC and our member companies continue to support an array of federal programs currently in place, which give multiple agencies the authority to take a smart approach to regulating chemical security.

Under these programs, the regulated community must submit security plans that are tailored to address the unique needs and potential vulnerabilities for each facility. These plans are subject to approval and inspection by several agencies that have the authority to fine or shut down a facility if it fails to act.

Continuous Enhancements

While ACC and our members are proud of our accomplishments to date, we must not stop here. We are committed to continuing to invest in security and working with regulators to make the programs in place more effective and efficient through improved implementation and better use of private and public resources.

By working closely with industry partners and the federal government, we can make chemical facilities, computer systems and the transportation of chemical products more secure than ever before.
